Under the general supervision of the Parks & Natural Resources Director and the immediate supervision of the Building Maintenance Supervisor and/or Superintendent, this position is responsible for performing skilled carpentry, painting, drywall, locksmith and related maintenance, repair, inspection and remodeling tasks of City buildings and facilities. Duties require a thorough understanding of a wide variety of maintenance procedures related to the care and upkeep of municipal buildings including maintenance, troubleshooting and minor repair work of HVAC, plumbing and electrical systems. Work demands careful attention to equipment conditions in the interest of reliability and economy. May be assigned to any division within the Parks Department as a substitute for individuals on leave or during heavy workload periods. This position is subject to emergency callouts and must be able to work overtime, including nights, weekends and stand-by, as required.

Position will be filled as an Apprentice, Technician I, Technician II or Technician III, dependent upon the needs of the department and qualifications/experience of the preferred candidate.

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101
Apprentice

  1. Safe and proper operation of a variety of mechanical tools and equipment including hand tools, power saws, power sanders, drills, paint sprayers, welders, plumbing snakes, routers, grinders, electric generators, and sump pumps
  2. Safe and proper operation of department vehicles.

Technician I
In addition to Apprentice level:

  1. Performs basic carpentry, electrical, plumbing, painting, electrical and HVAC work.
  2. Performs preventative and routine maintenance repairs of facility structures to ensure proper functioning of machines and building systems as well as the overall physical condition of buildings.
  3. Identifies and corrects building and equipment problems.

Technician II
In addition to Tech I level:

  1. Provides oversight to contractors performing various facility maintenance operations.
  2. Assesses condition and performance of various building systems including electrical, plumbing, HVAC, security, backup power, flooring, and roofing.

Technician III
In addition to Tech II level:

  1. Serves as team leader for building maintenance staff in directing work activities and training.
  2. Proficient in one of the following: electrical, HVAC, plumbing, or construction.
  3. Plans, prioritizes, reviews, and manages scheduled and assigned maintenance work orders when needed
  4. Acts in a supervisory capacity in supervisor/superintendent's absence.


SKILLS, KNOWLEDGE, AND ABILITIES
Apprentice

  • Communicate with internal staff, citizens, and other departmental staff to provide and receive information in a courteous manner.
  • Basic knowledge of the hazards and safety precautions involved with work performed in this class.
  • Ability to be flexible in responding to changes in schedules and job priorities.
  • Ability to physically withstand the strain of performing manual tasks for extended periods and working in adverse weather conditions.

Technician I
In addition to Apprentice level:

  • Identify and utilize the tools and equipment necessary for a particular assignment.
  • Ability to observe and monitor buildings, systems, and equipment (visual, audible, and olfactory) to ensure tools and equipment are working properly.
  • Ability to prepare activity reports.
  • Ability to work independently with minimal supervision and within established guidelines.

Technician II
In addition to Tech I level:

  • General reading and interpretation of blueprints, sketches, and schematics as they relate to building systems.
  • General knowledge of HVAC systems, boilers, heat pumps and cooling towers/chillers and their components.
  • Ability to estimate equipment and supply needs in advance.

Technician III
In addition to Tech II level:

  • Ability to lead and motivate others to perform this type of work.
  • Knowledge of and ability to use Microsoft Office applications.
  • Skill in prioritizing daily work assignments.
  • Ability to comprehend and apply advanced training techniques.
  • Ability to manage payroll activities in supervisor/superintendent's absence..
  • Ability to perform highly technical work and convey instruction to technical staff.

ILLUSTRATIVE EXAMPLES OF WORK

Apprentice

  • Performs various semi-skilled tasks involving basic building and facility maintenance including, but not limited to, remodeling and construction projects such as building and framing walls; installing, patching, and finishing drywall; applying texture to walls and painting interior/exterior surfaces; builds concrete forms, pours/finishes concrete, repairs cracks in surfaces; installation, adjustment and repair of doors and windows and related hardware; construction or assembly of tables, cabinets, shelving, or furniture.
  • Performs general cleaning/maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety.
  • Exercises the necessary care and caution in handling and/or operating vehicles, equipment and tools related to the performance of essential functions and follows City-wide and department-specific safety policies/practices and adheres to responsibilities concerning safety, prevention, reporting and monitoring.
  • Assists other Divisions within the Parks Department, as needed, including but not limited to snow and ice control operations.
  • Performs general tasks in support of Department and City projects; sets up rooms/areas for meetings/events; lifts/moves equipment, furniture, and heavy materials; loads, transports, and unloads equipment.


Technician I

  • Performs various tasks involving maintenance of plumbing systems; repairs and replaces plumbing fixtures including, but not limited to, sinks, toilets, faucets, and pipes; clears obstructions from water lines.
  • Assists with various tasks involving maintenance of electrical systems.
  • Makes minor repairs to heating, plumbing, air conditioning, electrical wiring, furniture, and other miscellaneous and mechanical equipment.
  • Assists with various tasks involving maintenance of electrical systems, repairs and installs electrical lighting systems and fixtures.
  • Performs various tasks involving maintenance of plumbing systems; troubleshoots plumbing problems; repairs and replaces plumbing fixtures including sinks, toilets, faucets, and pipes; clears obstructions from water lines.


Technician II

  • Performs scheduled maintenance and minor repair work on HVAC systems, boilers, heat pumps, and cooling towers/chillers.
  • Maintains inventory of building maintenance supplies and replenishes supplies when needed.
  • Makes repairs to heating, plumbing, air conditioning, electrical wiring, furniture, and other miscellaneous and mechanical equipment.
  • Assists in monitoring work performed by contractors.


Technician III

  • Maintains inventory and places orders for building maintenance supplies when needed.
  • Create documents based off information gathered to get the desired outcome to assist in making capital planning or any other request.
  • Motivate subordinate staff to perform this level and type of work.
  • Prepares and maintains records and reports including, but not limited to, work assignments, material and equipment costs, and preventative maintenance schedules.
  • Plans and recommends materials for work assignments with accuracy.
  • Fill in for supervisor/superintendent when they are absent.
  • Maintains inventory and places orders for building maintenance supplies when needed.


PHYSICAL REQUIREMENTS & WORKING CONDITIONS

  1. The primary duties of this position are performed in a public building environment that may include working in adverse weather conditions as well as hazards involving the use of power tools, equipment, and chemicals.
  2. Sufficient clarity of hearing, with or without reasonable accommodations, which permits the employee to discern verbal instructions.
  3. Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders and to move through unfamiliar buildings and rooms.
  4. Sufficient manual dexterity, with or without reasonable accommodations, which permits the employee to operate a variety of power and hand tools and to adjust equipment.
  5. Sufficient strength to lift and carry objects up to fifty (50) pounds for varying distances and maneuver powered cleaning equipment.
  6. Sufficient body flexibility and balance to perform maintenance and repair operations which require climbing, working overhead and working on ladders and power lifts up to one hundred (100) feet and working on rooftops.

TRAINING, EXPERIENCE, AND QUALIFICATIONS

Apprentice:

  1. Sufficient education to ensure the ability to read, write and perform basic math.
  2. Completion of NIMS ICS 100, 200, and 700 training within 6-months of hire.
  3. Possession of a valid State of Ohio driver license, with an acceptable driving record.
  4. Must be honest, dependable, and trustworthy, and pass a background check.

Technician I:
In addition to Apprentice level:

  1. One (1) year of experience in building/facilities maintenance or general maintenance experience in a recognized apprenticeship program.

Technician II:
In addition to Technician I level:

  1. Three (3) years of experience in building/facilities maintenance
  2. Refrigerant EPA Certification required and three years of experience in building/facilities maintenance.

Technician III:
In addition to Technician II level:

  1. Five (5) year's experience in building maintenance
  2. One (1) year experience supervising contractors and/or staff involved in facility maintenance
  3. Journeyman certificate and/or foreman level experience preferred in one of the following trades: electrical, HVAC, plumbing or construction
