The Borough of Lansdale, Montgomery County, PA seeks a dynamic, financially skilled, and experienced individual with a proven track record of success to serve as its Director of Finance. The Borough has a total annual operating budget of $35 million and an average of $4 million in capital improvements currently scheduled over the next five years. The Borough of Lansdale has an Electric Department and Wastewater Treatment Plant which generate significant revenue for the Borough. 

As a vital member of our municipal government leadership team, the Director of Finance plays a pivotal role in overseeing and managing all financial activities of the borough. This senior-level position reports directly to the borough manager and is a member of the senior management team and collaborates closely with department heads, elected officials, and other stakeholders to ensure effective financial planning, budgeting, and resource allocation. This position is the chief advisor to the borough manager and elected officials on all fiscal matters and is responsible for overseeing and managing all aspects of the borough’s financial day-to-day activities and long-term financial options including development of annual budget, borrowing and issuance of debt, investment and pension funds.

Key Responsibilities:

  • Develop and implement financial policies, procedures, and controls in accordance with regulatory standards and best practices.
  • Oversee the preparation, analysis, and presentation of the annual budget, capital improvement plans, and financial forecasts.
  • Manage the borough’s accounting functions, including accounts payable, accounts receivable, payroll, and general ledger maintenance.
  • Manage the borough’s Customer Service Department and oversee utility billing and collection including supervision of customer service staff.
  • Provide strategic financial guidance and recommendations to support decision-making processes and long-term sustainability.
  • Monitor revenue streams, expenditures, and fund balances to ensure fiscal accountability and compliance with legal and contractual obligations.
  • Coordinate financial reporting and auditing activities, ensuring accuracy, transparency, and adherence to governmental accounting principles.
  • Evaluate financial risks and opportunities and develop strategies to optimize revenue generation and mitigate financial vulnerabilities.
  • Supervise a team of finance professionals and customer service staff, fostering a culture of collaboration, accountability, and continuous improvement.

Qualifications:

  • Bachelor’s degree in finance, accounting, business administration, or related field; master’s degree preferred.
  • Certified Public Accountant (CPA) designation highly desirable.
  • Extensive experience (10+ years) of accounting or finance experience; municipal finance or government accounting preferred.
  • Comprehensive knowledge of governmental budgeting, financial reporting requirements, and regulatory compliance.
  • At least two (2) years of supervisory experience. A positive approach to teamwork and customer service is essential.
  • Strong analytical skills and proficiency in financial modeling, forecasting, and data analysis.
  • Strong computer aptitude and knowledge of various financial software-Caselle software preferred.
  • Excellent communication and interpersonal abilities, with demonstrated experience in stakeholder engagement and consensus-building.
  • Ability to prioritize tasks, meet deadlines, and adapt to evolving priorities in a fast-paced environment.
  • Commitment to integrity, transparency, and ethical conduct in financial management practices.
