Wytheville Community College is recruiting for a Director of Information Technology/CIO. The Director of Technology serves as the Chief Information Officer of the College. Responsibilities include but are not limited to directing, planning, organizing and controlling all activities of the IT Department and ensuring the effective, efficient and secure operation of all automated data processing systems, managing WCC’s Online Learning and Instructional Technology (OLIT), and assisting non-college partners and tenant agencies.
The Director will provide strategy, vision, leadership and advocacy for developing and implementing information technology (IT), OLIT, and LRC initiatives that improve the effectiveness and security of all college services. The Director will lead in strategic planning, budgeting and implementation of information systems to support administrative, academic and telecommunications operations.
The Director will work closely with academic and administrative leaders and faculty in identification and promotion of opportunities for current and emerging technologies to support excellence in teaching and to improve services for students, faculty and staff.
The Director’s responsibilities include:
- Develop vision and strategic plans for Information Technology applications to support and guide the college’s strategic plan. Ensure WCC is on the cutting edge of technology applications.
- Prepare and manage information technology budget including operating budget and equipment trust fund expenditure plan.
- Provide information for grant proposals that involve technical needs.
- Manage the procurement, installation and maintenance of all computer hardware and software and all other products and supplies necessary to keep computer systems operable and to fulfill requests for computer support. Facilitate positive working relationships with firms providing computer hardware, software and support service. Facilitate IT Department’s role as liaison between hardware and software suppliers and WCC executive staff for informational updates and problem resolution.
- Manage the evaluation process for new equipment, software and processes continuously, recommending changes as appropriate, and supervising their installation.
- Provide exceptional customer support for faculty, staff and student computing users.
- Responsible for IT security program and practices and for IT training program for college faculty and staff.
- Work with academic leaders, faculty and instructional technology staff to enhance instruction through the use of technology.
- Provide leadership for the development and evaluation of technology infrastructure and support services to serve the educational and student development needs of the community;
- Provide leadership for the evaluation and development of Information Technology Security for the college and serve as the contact with the Virginia Community College System and Virginia Information Technology Agency for all information technology audits;
- Administer emergency communication systems as part of the College’s Emergency Preparedness Plan and serve on the college’s Incident Command Team.
- Provide feedback on IT infrastructure for building renovations and new construction projects;
- Provide leadership and management to WCC for Online Learning and Instructional Technology (OLIT) by ensuring a holistic approach to eLearning through a collaborative cross-college approach.
- Work with academic divisions and departments to evaluate online learning opportunities and is responsible for college-wide online learning program planning, course development and delivery, eLearning systems development and integration, student and faculty support services, and course and program assessment;
- Ensure quality synchronous and asynchronous teaching and learning experiences and provides leadership in the development of new and scalable models of eLearning; recommends online learning policies; seeks resolutions of eLearning barriers and issues; and prepares and effectively manages the OLIT budget;
- Help lead the strategic planning efforts for eLearning, ensuring that these efforts are congruent with the college’s strategic and student success plan;
- Support teaching and learning at the college including online learning courses and on-and-off campus courses during the day, and evening, on weekdays and weekends.
- Provide technology support for WCC’s Learning Resource Center (LRC) ensuring library services remain relevant and valuable to all users.
- Provide guidance and technical support to non-college partner agencies, including Virginia Industrial Advancement Alliance (VIAA)
- Provide guidance and technical support to tenant agencies located on campus, including Virginia Employment Commission (VEC), People, Inc., Department of Aging and Rehabilitative Services (DARS), and New River Mt. Rogers Workforce Board
- Supervise the employment, training, utilization, and evaluation of the college's Information Technology Systems staff and OLIT.
- Work with the President in planning the College budget and in disbursement of funds in support of technological needs for the whole college;
- Oversee generation of reports from various software applications utilized by the College and VCCS;
- Ensure that appropriate technological resources are provided in support of the educational and support mission of the College;
- Advise College Administration on technology as it relates to educational and support programs of the College including policies, practices and developments at the local, state, and national level;
- Maintain an active program of professional development;
- Attend meetings and maintain other appropriate communications on behalf of the College;
- Perform other duties as may be assigned.
This is a 12-month administrative faculty position reporting to the President. This position will be required to complete a yearly Statement of Economic Interest.
Minimum Qualifications
- Master’s Degree in Computer Science, Information Technology, Business Administration, or related field from an accredited college or university;
- Proficient in latest technology for IT systems and management;
- Excellent organizational skills and attention to detail;
- Excellent analytical and management skills;
- Thorough understanding of IT and practical applications to support the college’s goals; and
- Progressive experience with IT project management or managing an IT department.
Preferred Qualifications
- At least ten years of progressive experience managing an IT department;
- Higher Education experience;
- Information technology certification(s); and
- Learning Management System (LMS) experience such as with Canvas or Blackboard.
